The authority chain is SOAR, HAL, GPP, UEAK, OEA. SOAR weighs the request, HAL routes the decision, GPP mints or denies the permit, UEAK admits or refuses execution, OEA handles the effect boundary.

A proposal is not permission. A permit is not execution. Refusal at any stage is final for that path.

Hydrogenuine does not claim AGI, consciousness, sentience, autonomous authority, production certification, third-party audit, customer deployment, or model correctness. Proof bundles record what happened. They do not prove the model was right.
